RECOMMENDATION

 

Staff recommends the City Council (1) waive formal bidding procedures; and (2) approve a five-year professional services agreement with Dr. David Eisner for the position of Medical Director with the Culver City Fire Department in an amount not-to-exceed $25,000 per year.

 

 

BACKGROUND

 

The Culver City Fire Department has been providing Advanced Life Support (ALS) through its paramedic program since 1973. Culver City’s paramedic program delivers high quality patient care and is recognized in Los Angeles County as a progressive Emergency Medical Services (EMS) provider. The Medical Director is a key component in ensuring that the Culver City Fire Department continues to deliver the best quality pre-hospital care.

 

The Culver City Fire Department created the Emergency Medical Services (EMS) Medical Director position in 1998 to fill an urgent need for medical oversight of the Emergency Medical Services program.  Dr. David Eisner was selected to provide these services and an Agreement was approved on February 1, 1998.

 

 

DISCUSSION

 

Per the Los Angeles County Prehospital Reference 411 (attachment), a Provider Agency’s Medical Director must be Board certified by the American Board of Emergency Medicine, engaged in the clinical practice of emergency medicine, and be familiar with policies, procedures, and protocols of the Los Angeles County EMS Agency.

 

Dr. Eisner meets all of the Los Angeles County EMS Agency requirements and has been a tremendous asset to the community of Culver City.  He is passionate about providing the very highest level of EMS services.  His work has directly enhanced the level of service provided by the EMS Division of the Fire Department.

 

Some of the Medical Director’s responsibilities include:

 

                     Assists with EMS Strategic Planning.

                     Authorizes the purchase of medications and other supplies.

                     Conducts evaluations and quality improvement studies.

                     Addresses paramedic safety issues (e.g., communicable disease exposures).

                     Serves as the Physician Liaison to area hospitals, other physicians, and the Los Angeles County Department of Health Services Medical Council.

                     Coordinates special pilot projects.

 

Doctor David Eisner has served the City Of Culver City Fire Department as Medical Director since 1998.  During this time Dr. Eisner has grown and improved the EMS Program through innovative special pilot projects and experienced medical oversight.

 

Dr. Eisner has established trust with the Fire Department’s executive staff, supervisors, and line personnel. His efforts and expertise have contributed significantly to the success of the EMS program.

 

Dr. Eisner’s current contract expires on June 30, 2016. The Fire Department recommends renewing his contract for another five years. 

 

In general, the Culver City Municipal Code (CCMC) § 3.07.085 exempts professional services from the formal competitive bid process.  However, pursuant to CCMC Section 3.07.050, where the same consultant has been utilized for a period of five years, the formal bidding procedures shall apply unless waived by the City Council.  In this case, based on the foregoing, City staff is requesting that the City Council waive this requirement in accordance with CCMC § 3.07.075.E.3, which allows for the waiver of competitive bidding procedures where such procedures would be contrary to the best interest of the City or impractical.

 

 

FISCAL ANALYSIS

 

The cost will not exceed the contractual limit of $25,000 per year, payable at a rate of $125.00 per hour.  This cost remains the same for the duration of the contract.  Funds for this expense have been included in the Fire Department’s budget for fiscal year 2016-17.  Funds will be proposed in subsequent fiscal years during the annual budget process.

RECOMMENDED MOTIONS

 

That the City Council:

 

1.                     Pursuant to Section 3.07.075.E.3, waive the formal bidding procedures set forth in Section 3.07.075; and,

 

2.                     Approve a professional services agreement with Dr. David Eisner for a five-year term, ending on June 30, 2021, to serve as Medical Director of the Emergency Medical Services Program with the Culver City Fire Department in an amount not-to-exceed $25,000 per year; and,

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
