Nachbar (01/19/12) RECOMMENDATION: Staff recommends the City Council approve the submission of a grant application for the construction of a low flow diversion system at the end of Le Bourget Avenue near a City owned outfall into Ballona Creek (Creek) through the Proposition 84 Stormwater Grant Program. BACKGROUND/DISCUSSION: Proposition 84 Stormwater Grant Program California voters passed Proposition 84 on November 7 2006. Proposition 84 allocated approximately $90 million to create a Stormwater Grant Program to fund the planning and implementation of projects to prevent stormwater contamination of the State s rivers lakes and streams. Approximately $42 million of this total are available under a solicitation released in late 2011 and due January 31 2012.1 Ballona Creek and Total Maximum Daily Loads (TMDL) Ballona Creek is currently listed on the State's 303(d) list as impaired due to exceedances of total metals toxics trash and bacteria.
