RECOMMENDATION

 

Staff recommends the Standing Governance Subcommittee receive a presentation on and discuss public participation in the budget process.

 

 

BACKGROUND/DISCUSSION

 

At the July 8, 2025 Standing Governance Subcommittee Meeting (Subcommittee), the Subcommittee received a presentation from Michelle Dennis and Wayne Liebman, Citizens Assembly by Public Democracy Los Angeles, about re-imagining civic participation in government processes. The Subcommittee requested to discuss the topic of public participation in the budget process at a future Subcommittee meeting. Michelle Dennis will present to the Subcommittee her ideas to increase public participation in the short-term.

 

 

FISCAL ANALYSIS

 

Changes to the existing budget process may create additional workload requirements in the Finance Department and various other City Departments.
