RECOMMENDATION

Staff recommends the City Council approve a budget amendment in the amount of $30,000.00 to increase the funds available for animal field and shelter services provided by the County of Los Angeles Department of Animal Care & Control. (Four-fifths vote is required for budget amendments.)


BACKGROUND/DISCUSSION

The Police Department is budgeted for one (1) Animal Services Officer, 40 hours a week, to respond to animal related calls in the field, and to enforce animal related laws. The City also contracts with the County of Los Angeles Department of Animal Care and Control (CLADACC) to provide shelter services and animal services in the field when our Animal Services Officer is off duty (after hours, weekends, vacations, etc.). Per our current contract, we are billed by the CLADACC on a "per call" basis.
Since the end of September, the City's Animal Services Officer has been restricted to "light-duty" and unable to respond to calls in the field. The situation has caused a substantial increase in the amount of animal service calls being handled by CLADACC, and therefore the Department expects to exceed the budgeted amount of funds available in the near future....
