RECOMMENDATION

Staff recommends the City Council authorize the release of a Request for Proposals (RFP) for management services for the City's parking facilities.


BACKGROUND

The City owns and operates three parking structures in the downtown area: the Ince Garage, the Cardiff Garage, and the Watseka Garage. These structures were initially built by the former Culver City Redevelopment Agency (former CCRA), and the former CCRA contracted with a parking operator to provide the necessary services to operate the structures. After the dissolution of the former CCRA, the parking structures were ultimately transferred to the City, and the agreement with the current parking operator, Modern Parking Management Services (Modern Parking), also transferred to the City. On January 25, 2016, the City Council approved a fifth amendment to the agreement with Modern Parking to extend the agreement an additional three months, and authorize the City Manager to approve month-to-month extensions up to a total of six months. The purpose of this extension was so that an RFP process could be completed.
