RECOMMENDATION

Staff Recommends the City Council approve a task order with General Technologies and Solutions (GTS) to develop a Transit Zero Emission Master Plan for the Culver City Transportation Department in an amount not-to-exceed $209,738.


BACKGROUND/DISCUSSION

The California Air Resources Board (CARB) Innovative Clean Transit (ICT) regulation requires all public transit agencies in the State of California to transition from conventional fossil-fueled buses (compressed natural gas, diesel, propane) to zero-emission buses (battery-electric or fuel cell electric) by 2040. Additionally, the Federal Transit Administration (FTA) has set a national goal of 100% zero emission transit fleets by 2040.

On September 23, 2024, Council approved the City's updated ICT Rollout Plan, which guides the implementation of a zero-emission fleet. This Transit Zero Emission Master Plan is the next step to develop detailed and actionable plans to transition to a zero-emission transit fleet. This includes siting for infrastructure requirements, such as fueling, infrastructure power modeling, financial analyses, and workforce development planning.
