Adherence to City's specified system functionality; 2. Available budget versus project alternatives; 3. Readiness of deployment versus needs for additional software development; 4. Availability and adequacy in staffing; and 5. Completeness of vendor's entire package (proposal interview clarification response). SIEMENS Adherence to City's specified system functionality Siemens demonstrated a strong understanding of the City's desire to use existing infrastructure and recognized areas for improvement by providing the City with options for upgrades. In each of the alternatives Siemens touched upon the varying functionality providing a good comprehension of deployed features. Siemens's i2 system meets the City's desired functionality.
