RECOMMENDATION:
Staff recommends that the Culver City Redevelopment Agency Board (Agency
Board) award a construction contract to KASA Construction, Inc., as the lowest
responsive and responsible bidder, to complete the necessary work for the
Sepulveda Boulevard MTA Grant Project (Project).
BACKGROUND:
In October 2007, the City of Culver City executed a Letter of Agreement (LOA) with
the Los Angeles County Metropolitan Transportation Authority (Metro) for projects
programmed through the Metro Call for Projects and State Transportation
Improvement Program- Transportation Enhancement (MTA Grant). The MTA Grant
was awarded in the amount of $291,000 for pedestrian improvements, which include
replacement street trees, pedestrian oriented lighting, new street furniture, and
crosswalk enhancements
On October 25, 2010, the Agency Board approved bid documents and authorized
solicitation of bids on the Sepulveda Boulevard MTA Grant Project.

DISCUSSION:
The notice inviting bids was advertised in the Culver City News and construction
trade publications. Eleven (11) bid packages were purchased.
On February 10, 2011 the bid opening occurred. A total of three (3) bids were
received. The following table summarizes the bid results:

KASA Construction, Inc. $349,562.50
ICE Engineering Inc. $357,625.00
Ian Thomas Group $430,275.80
The bid opening resulted in KASA Construction, Inc. as the lowest responsive and
responsible bidder. Should the Agency Board award the contract, construction is
slated to begin no later than April 2011 and is expected to take 60 working days to
complete. Approximately two weeks prior to construction activity, adjacent business
owners and residents will be notified and provided with contact information for
questions regarding the Project.
The Project will benefit the commercial boulevard and neighboring residential area
by eliminating blight, attracting private investment, and enhancing the pedestrian
environment.
FISCAL ANALYSIS:
The MTA Grant will fund $291,000 worth of improvements. The Agency Board
allocated an additional $285,000 of matching funds in the Sepulveda Blvd MTA
Grant Program budget (55092910, 57392910). Therefore, there is sufficient funding
allocated to fund the proposed contract.

That the Redevelopment Agency Board:
1. Award a construction contract to KASA Construction, Inc., as the lowest
responsive and responsible bidder, to complete the necessary work for the
Sepulveda Boulevard MTA Grant Project; and

2. Authorize the Assistant Executive Director to approve change orders totaling a
not-to-exceed amount of $35,000; and
3. Authorize the Agency General Counsel to review/prepare the necessary
documents; and
4. Authorize the Executive Director to execute such documents on behalf of the
Agency
