BACKGROUND: In November 2006 voters approved the Highway Safety Traffic Reduction Air Quality and Port Security Bond Act of 2006 as California State Proposition 1B. Proposition 1B contains a variety of funds which are administered by different agencies each with its own funding allocation processes.
