RECOMMENDATION:
Staff recommends the City Council approve an agreement with Angelus Restoration,
Inc. in the amount of $39,000.00 to repair the entryway into the City Hall parking
structure from Duquesne Avenue.
BACKGROUND:
The slip resistant surface coating on the entryway into the City Hall parking structure
is deteriorating due to weather conditions, the large volume of vehicular traffic, and
age. The existing urethane coating is the original coating that was applied when City
Hall was built in 1995.
The proposed scope of work will include the removal of the existing coating, the
installation of extra heavy duty traffic system coating, repainting of traffic control
striping and installation of new reflectors.
DISCUSSION:
Public Works Staff received the following three quotes for this project:

Angelus Restoration’s quote provides a more detailed scope of work compared to
the quote provided by the lowest respondent, Hull Brothers Roofing Company.
Additionally, the proposed scope of work by Angelus Restoration, Inc utilizes a more
durable coating material compared to the other quotes. The proposed coating
material will also cure faster compared to the other quotes, thus allowing vehicular
traffic to enter/exit City Hall sooner following completion of the work.
Culver City Municipal Code Section 3.07.070 provides an exemption from the formal
bidding process for personal and professional services, and only requires the award
of the contract be based upon competitive quotations from no less than three vendor
contractors whenever practical. Per Section 3.07.070.B.6., this project falls under
the category of personal services, which includes the repair and maintenance of
City-owned or occupied real property and buildings. Therefore, an informal bidding
process was used in which staff requested three companies to supply a quote to
perform the needed repairs. The bid representing the best value for the City was
then recommended.
FISCAL ANALYSIS:
There are sufficient funds available in the Capital Improvement Project P-132,
Citywide Building Repairs (42000132), to cover the requested repair.

3. Authorize the City Manager to execute such documents on behalf of the City.

Jeff, Due to ramp use requirements, safety issues and the potential for splatter damage on cars, we intend to
install the entire coating starting on a •Friday morning and finishing by Saturday evening. This will allow SUnday for
curing time and be ready for traffic on Monday. The .paint striping would be performed on Sunday or Monday. The
existing coating will be removed on Friday, Saturday and Sunday. of the preceding weekend. It may also be
necessary to work Pre 8:00 am and post 5:00 pm in complete this work so that the ramp will be ready for use on
Monday morning, • It should also be noted that the cost to complete One lane at a time would be considerably
higher approximately an additional $12,000 so the above plan Seems to be the most logical way to proceed.
