RECOMMENDATION:
Staff recommends the City Council adopt a Resolution that:
1. Orders the Preparation of the Engineer’s Report for the Sewer User
Service Charge for Fiscal Year 2007/2008; and
2. Declares its Intention to Order the Levy of Annual Assessments for
Fiscal Year 2007/2008; and
3. Sets a public hearing for June 11, 2007, at 7:00 p.m. in the Mike
Balkman Council Chambers to order the levy of this assessment.
DISCUSSION:
A public hearing will be held not earlier than 45 days after authorization by
Council and ten days after written notice of the hearing, with a proposed date of
June 11, 2007, has been mailed. All affected property owners will be mailed a
notification of any proposed increased assessment and the date, time and
location of the public hearing, as required by Proposition 218. During the
scheduled public hearing, the City Council will consider all protests against any
proposed increase and assessment.

FISCAL ANALYSIS:
The Engineer’s report will assess the need to impose any increase over last
year’s Sewer User’s Service Charge. This analysis will include a review of the
rates proposed by the City of Los Angeles for conveyance and treatment of
Culver City sewage for the coming fiscal year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CULVER CITY, CALIFORNIA, ORDERING THE PREPARATION
OF AN ENGINEER'S REPORT PURSUANT TO THE
PROVISIONS OF CHAPTER 5.02 OF THE CULVER CITY
MUNICIPAL CODE AND DECLARING ITS INTENTION TO
ORDER THE ANNUAL ASSESSMENT LEVY FOR THE SEWER
USER'S SERVICE CHARGE AND SETTING THE TIME AND
PLACE FOR THE PUBLIC HEARING.
WHEREAS, the City Council of the City of Culver City desires to conduct
proceedings for considering the annual assessment levy for the City's sewer service
charge , pursuant to the terms and provisions of Section 5 .02.035 of Chapter 5.02 of the
Culver City Municipal Code in what is known and designated as, "SEWER USER'S
SERVICE CHARGES;" and
WHEREAS, the City Council of the City of Culver City desires to complete
the proceedings for the annual levy of the assessments as required by Articles XIII (C)
and (D ) of the Constitution of the State of California (Proposition 218); and
WHEREAS, these proceedings for the annual levy of assessments shall
relate to the fiscal year commencing July 1, 2007 and ending June 30, 2008.
NOW, THEREFORE, the City Council of the City of Culver City DOES
HEREBY RESOLVE as follows:
1. The above recitals are all true and correct.
2. The City of Culver City hereby declares its intention to levy the
annual assessment on the ratepayers for fiscal year 2007/2008.
-1-1|101010101010|3. The City Engineer is hereby ordered to prepare and file with the
City Clerk, for submission to the City Council, an Engineer's report relating to said
annual assessment and levy in accordance with the provisions of Section 5.02.035(B)
of the Culver City Municipal Code.
4. Upon receipt of the City Engineer's report, and in accordance with
the provisions of Section 5.02.035(C) of the Culver City Municipal Code, the City Clerk
is hereby ordered to mail written notice of the time and place a public hearing will be
held by the City Council to consider objections and protests.
5. A public hearing is hereby set for June 11, 2007 at 7:00 pm in the
City Hall Council Chambers, located at 9770 Culver Boulevard, Culver City, California
90232.
