RECOMMENDATION:
Staff recommends that the City Council approve the final plans and specifications
and authorize advertising for bids for the Culver Boulevard eastbound from Keystone
to Madison Avenues and Washington Boulevard at Reid Street Projects, P-837 and
P-838.
BACKGROUND:
The 2004/05 Capital Improvement Budget includes two projects for the
reconstruction of portions of failed asphalt on Culver Boulevard between Keystone
and Madison Avenues and Washington Boulevard at Reid Street. Several years
after the construction of these projects, portions of the street exhibited failures.
Studies were conducted in 2002 and it was determined that the introduction of
landscaped center medians caused irrigation water to percolate through the clayey
soil sub grade. The water and clayey soil sub grade causes a pumping effect and
settlement from traffic, especially heavy vehicles such as busses and refuse trucks.
Also the study states that the required water barrier may have not been installed
adjacent to the planter during construction. The purpose of the product is to prevent
the irrigation water from entering into the adjacent sub-grade.
DISCUSSION:
Under Engineering Division staff supervision, Chec Engineering Consultants was
retained and conducted pavement deflection tests and calculated design sections for

the permanent repair of the aforementioned street segments. Culver Boulevard will
require the removal and replacement of 8 inches of subgrade and asphalt. The new
subgrade is required to be compacted to a minimum of 95%. The consultant has
indicated that a minimum compaction of 95% will prevent the water from percolating
into the soil. The Washington Boulevard segments will require removal of 4 inches
of asphalt, installation of plastic water barriers vertically along the landscape curb,
crack sealing the pavement, placement of paving fabric, and an overlay with 4
inches of new asphalt. The total cost of their testing and design work was $9,800.
The work will be bid and constructed along with the Washington Boulevard (Elenda
to Sepulveda) resurfacing project, P-843, to reduce the overall bid cost. The project
will be bid in August and Council award of construction contract will be scheduled in
September. The work will be slated to be conducted in October and November
2005.
FISCAL ANALYSIS:
Sufficient funds were appropriated for these projects in the Redevelopment Agency
Budget (55393501 and 55393502).
