Fulwood (08/09/2006) Staff recommends the City Council hold a public hearing and adopt a resolution certifying conformance with the Congestion Management Program (CMP); adopt the CMP Local Development Report; and direct the City Clerk to deliver the adopted resolution to the LACMTA by September 1 2006. PROCEDURE: 1. Mayor seeks motion to receive and file the affidavit and notice of publication. 2. Mayor calls on staff for a brief report. 3. Mayor declares the Public Hearing open calling upon the public for comment. 4. Mayor seeks motion to close the Public Hearing. 5. City Council discusses the matter and arrives at their decision. BACKGROUND: On November 18 1992 the Los Angeles County Metropolitan Transportation Authority (LACMTA) acting as the Congestion Management Agency for Los Angeles County adopted the first Congestion Management Program for Los Angeles County.
