(The Ordinance does not require a first reading because it was already introduced for first reading on January 26 2004 as discussed in further detail below.) BACKGROUND/DISCUSSION: At the City Council meeting of January 26 2004 the City Council introduced by a unanimous vote (5 0) an Ordinance relating to administrative assessments and authority to issue orders to comply and adopted Resolution No. 2004 R005 establishing a fee structure for the assessments (Attachment 3). A copy of the Agenda Item Report and meeting minutes for this matter are included as Attachments 4 and 5 respectively....
