BACKGROUND: In September 2008 staff presented three options for a green building standards program to the City Council (Attachment 2). The first option included a partial permit fee refund to projects that obtain Leadership in Energy and Environmental Design (LEED ) certification. It also included a Green Zone incentive program in conjunction with the Culver City Redevelopment Agency Area Improvement Plan area on West Washington Boulevard.
