BACKGROUND: On November 18 1992 the Los Angeles County Metropolitan Transportation Authority (LACMTA) acting as the Congestion Management Agency for Los Angeles County adopted the first Congestion Management Program for Los Angeles County. The CMP is a monitoring program that aims to address the impact of local growth on the regional transportation system by linking transportation land use and air quality decisions.
