RECOMMENDATION:
Staff recommends the City Council approve an agreement with EagleLift, Inc. to
repair leaks at the Mesmer and Fox Hills Sewer Pump Stations in the amount of
$15,543.00.
BACKGROUND:
The City owns and operates seven sewer pump stations that pump sewage from low
lying areas of the City’s sewer system. The pump stations vary in size and capacity
depending on the volume of sewage flowing to each. The pump stations divert the
City’s sewage to the Hyperion Treatment Plant located in Playa Del Rey for
treatment.
DISCUSSION:
The dry wells of the various pump stations house the mechanical pumps and electric
motors that operate the stations’ diversion systems. It is necessary to seal the walls
of the dry wells at these pump stations to prevent water infiltration. Failure to do so
would result in the deterioration of the walls, which could result in flooding and
subsequent damage to the pumps and motors.

Staff conducted research to determine if other vendors can provide the same
service. Other vendors were contacted for quotes; however, their method involves a
spray-on application. EagleLift’s method is more effective in that they will actually
inject sealant into areas requiring maintenance, thus making the injection method
more durable compared to the spray-on application. As a result, staff was only able
to obtain one quote for this project.
In accordance with Culver City Municipal Code § 3.07.070.B.6, a formal competitive
bidding process is not required for repair and maintenance of a City-owned facility.
FISCAL ANALYSIS:
Sufficient funding is available in the Capital Improvement Project P-521, Pump
Station Improvements account (20400521), to cover this project at a cost of
$15,534.00. Public Works staff is also recommending a $5,000 contingency for this
project should any unforeseen conditions be encountered during the duration of this
project.

Scope of Work: EagleLIFT, Inc. will drill 5/8-inch holes on approximate 4-foot centers through the pump
station wall to void fill the area of fines that have been displaced. In addition, we will use the material to leak
seal each of the four (4) walls and the floor of the station to prevent any further water infiltration. The work will
be accomplished between the hours of 7am — 6pm. The work areas will be left free of construction debris at
the end of each work period.
• Project Duration: Estimated duration of tirne on task is two (2) shifts or less. EagleLIFT, Inc. will schedule this
work as soon as possible based upon your needs and our existing production schedule.
Material: The material to be used is URETEK 486, a high-density expanding polyurethane foam with a nominal
free rise density of 3 lb. URETEK 486 will expand up to 20 times its original liquid volume, exerting an upward
anisotropic lifting force of approximately 3 kips per square foot. EagleLIFT warrants the Uretek material
against shrinkage or deterioration for ten (10) years from the date of initial injection.
Assumed Conditions Specific to this Project:
URETEK 486 Foam Usage Calculations are as follows;
Based on our proposed 4-foot grid pattern from the information provided, injection depths and equipment to
void fill and seal the affected area approximately 1350 sq/ft.
COST: The URETEK 486 (installed) in this type of application is l$ 12.00/lb.
Estimated installed price = 690 lb. x $ 12.00 /lb. (bonding cost not included) $ 8,280.00
Total Proposed Contract $ 8,280.00
NOTE: As the above estimated price is fixed, we have no way of ascertaining the exact voiding condition
beneath the structure; therefore we have used historical data to estimate the needed quantity of material and
equipment for the repair. If however, we have to go over the estimated material amount, we will not proceed
beyond the estimated amount without approval from your supervisor with a signed change order. Any
additional material required to affect the repair will be charged at a reduced rate of $7.00 /lb.

construction debris at the end of each work period.
