Nachbar (07/08/14) RECOMMENDATION: Staff recommends the City Council (1) consider a recommendation from the Parks, Recreation, and Community Services Commission, and (2) (if desired) adopt a resolution revising the established Rules and Regulations regarding the use of Skateboard Parks within the City and rescinding Resolution No. 2007-R049. BACKGROUND: On August 13, 2007, the City Council (1) introduced an Ordinance amending Culver City Municipal Code Section 9.10.300 (B) to authorize the City Council to establish, by Resolution, Skateboard Park Rules and Regulations; and (2) adopted a Resolution establishing Rules and Regulations regarding the Use of Skateboard Parks within the City. These Rules and Regulations have now been in place for approximately seven (7) years without updates or modifications. The Parks, Recreation, and Community Services Commission (PRCS Commission) is recommending some revisions to the Rules and Regulations based on input from staff regarding the current use of the Skateboard Park and the behavior patterns of regular users. City of Culver City, California Agenda Item Report DISCUSSION: The proposed resolution contains the full text of the Skateboard Park Rules and Regulations with the recommended revisions incorporated. The new language recommended by the PRCS Commission on June 17, 2014 for the City Council’s consideration is the underlined areas of text in numbers 1-c, 1-d, 1-g (a new rule), 1-l (a new rule) and number 2, as below: 1. The following rules and regulations regarding the use of public skateboard parks within the City are hereby established…: c) Skating is prohibited at all times that it is raining or when the skating area is wet or contains a large amount of debris. d) The skate park is for skating use only, including skateboarding, rollerskating, in-line skating, rollerblading and non-motorized scooters only. Bicycling, the use of motorized devices of any type, and all other uses are prohibited… g) No one is allowed to clean the skating area using cleaning solvents or solutions except City staff or other City-authorized personnel…. l) All parties are responsible for removing their personal property from the premises upon leaving the skate park. 2. For purposes of the Resolution and the rules and regulations set forth herein, the term “skating” includes skateboarding, rollerskating, in-line skating, rollerblading and the use of non-motorized scooters only. FISCAL ANALYSIS: If the proposed resolution revising the Skateboard Park Rules and Regulations is adopted by the City Council, the cost to fabricate and install new signs at the Skateboard Park is estimated to be approximately $500.00. There are sufficient funds in the City Council Adopted Budget for Fiscal Year 2014/2015 for the Parks Division in 10130300.514100 (Parks Division / Departmental Special Supplies) for City of Culver City, California Agenda Item Report the signage and in 10130300.411100 (Parks Division / Regular Salaries) for the staff time for the project.
