RECOMMENDATION:
Staff recommends the City Council approve a professional services agreement with
Psomas for an engineering study to determine the feasibility of consolidating the City’s
sewer pump stations, P-875 for a not-to-exceed amount of $103,252.
BACKGROUND:
The Public Works Department is responsible for the maintenance of the City owned
sewer pump stations. There are seven (7) sewer pump lift stations at the following
locations:

These sewer pump stations are necessary in order to properly lift and convey the
sewage flow to the City of Los Angeles for treatment. Each station is maintained by the
Public Works Department Maintenance Operations Division.
This year’s capital improvement program budget contains a project to hire a consultant
to study the feasibility of consolidating several or all of the seven (7) sewer pump
stations. The purpose of the study is to determine if it is feasible to consolidate the
pump stations in order to reduce operation and maintenance costs and improve system
reliability.
The study is important to determine the most efficient infrastructure layout of the City’s
sewer system. The State’s new wastewater discharge regulations require each agency
that owns a sewer system to develop a Sanitary Sewer System Management Plan and
to report on the monitoring, maintenance and inspection of the entire sewerage system
and pump stations. Because of this, now is an optimal time to consider the feasibility of
consolidating pump stations.
On December 10, 2007, the City Council authorized staff to solicit proposals for the
engineering study to determine the feasibility of consolidating the City’s sewer pump
stations.
DISCUSSION:
Proposals were mailed to six (6) civil engineering firms. Proposals were due on
January 31, 2008.

Upon careful review of the four (4) proposals received, staff determined that Psomas’ is
the most responsive. Psomas has extensive experience conducting various sewer
system studies for many municipalities throughout California. Psomas’ project
manager, Harvey Gobas, P.E., prepared the City’s sewer master capacity study in 1995
(while employed with Boyle Engineering) and therefore has experience working on
Culver City’s sewer system. Psomas’ base fee proposal is $72,630 and includes an
optional $30,622 fee for flow monitoring and hydraulic computer modeling of the sewer
system. This additional scope of services will provide an accurate sizing of the new
sewer pump station based on measured peak flow rates and hydraulic computer
modeling of the proposed modifications to the sewer system. The RFP did not require
this level of detailed analysis, however, it is prudent that an accurate depiction of a
future consolidated system be known and available to staff and the public when
designing and reviewing proposed sewer projects.
California Government Code Section 4525-4529.5 states that professional services
shall be engaged on the basis of demonstrated competence and qualifications for the
types of services to be performed and at a fair and reasonable price. Based upon the
above items, it is staff’s recommendation that the proposal from Psomas be accepted
since they has demonstrated the most responsive level of competence and
qualifications and the price for the work proposed is fair and reasonable.
The study will take about 4 months to complete. Upon completion and review by the
City Engineer, the study results will be presented to the City Council for consideration.
FISCAL ANALYSIS:
The adopted 2007/08 CIP budget includes $50,000 in Sewer Funds (20400875) for
consultant costs to study the feasibility of consolidating sewer lift stations. The
additional $65,000 to cover the contract amount and change order authority is available
in P-521 - Pump Station Improvements project. Since this contract is also related to the
Pump Station Improvements project, staff recommends that $65,000 is transferred from
P-521 (20400521) to P-875 (20400875) to adequately fund the not-to-exceed contract
amount (including the 10% change order authority).

MOTIONS:
That the City Council:
1) Authorize staff to transfer $65,000 from P-521 (20400521) to P-875 (20400875).
2) Approve a professional services agreement with Psomas for the Sewer pump
stations consolidation study project P-875 for a not-to-exceed fee amount of
$103,252,
3) Authorize the Public Works Director/City Engineer authority to approve change
orders if necessary for an amount not-to-exceed $10,325 (10% of $103,252),
and
4) Authorize the City Attorney to review/prepare the necessary documents and
authorize the City Manager to execute such documents on behalf of the City.
