RECOMMENDATION
Staff recommends that the Civil Service Commission approve the new Classification Specification and Recruitment Bulletin for Senior Forensic Specialist.
BACKGROUND/DISCUSSION
During the Fiscal Year 2015/2016 budget process, the City Council approved a new position for the Police Department. This non-sworn position will be responsible for providing guidance and instruction to Forensic Specialists. Responsibilities will also include coordinating and participating in the work activities associated with various tasks and procedures relating to crime scene investigation and the analysis and storing of physical evidence for investigative and law enforcement purposes.
The Police Department's Forensic unit is currently supervised by a Lieutenant. All sworn supervisory positions are assigned on a two to three year rotation basis. As such, specific technical knowledge required for each unit remains the responsibility of non-sworn personnel, in this case, the Forensic Specialists. It has become apparent to the department that the appointment of a Senior Forensic Specialist would provide higher level continuity and technical supervision of the job. In addition, this new classification also creates a career ladder for non-sworn personnel in the Forensic unit.
