RECOMMENDATION
Staff recommends the Governance Subcommittee consider their recommendation to City Council to consolidate public comment at City Council meetings.
BACKGROUND/DISCUSSION
At its April 2, 2025 meeting, the Governance Subcommittee requested consideration of making a recommendation to the City Council to consolidate public comment at City Council meetings. The purpose would be to shorten the duration of City Council meetings, which currently frequently last until much past 11 PM.
At its April 30, 2025 meeting the Subcommittee determined to recommend to City Council to have one Joint Public Comment Section, where items on and items NOT on the Agenda would include comments on Consent Calendar Items and Action Items in addition to comments on items not on the agenda. Separately, Public Hearing comments would still take place during each public hearing, as required.
The recommendation was included on the November 10, 2025 City Council meeting agenda as Action Item A-5 (see Attachment 1.) During the meeting, Council Member Fish asked and received consensus to remove the agenda item so that the Subcommittee could discuss the item further on the Subcommittee level.
FISCAL ANALYSIS
There is no fiscal impact from discussing this item.
