RECOMMENDATION
Staff recommends the Planning Commission adopt a resolution recommending that the City Council approve Zoning Code Amendment P2025-0229-ZCA to implement programs of the 2021-2029 Housing Element and conform to State law, and an exemption from CEQA pursuant to Section 15061(B)(3).
PROCEDURES
1. Chair calls on staff for a report and the Planning Commission poses questions to staff.
2. Chair opens the public hearing, providing the public the opportunity to speak.
3. Chair seeks a motion to close the public hearing after all testimony has been presented.
4. Planning Commission discusses the matter and arrives at its decision.
BACKGROUND
The 2021-2029 Housing Element was adopted by City Council on August 8, 2022 and certified by the California Department of Housing and Community Development (HCD) on October 10, 2022. In order to comply with State Housing Element law, the rezoning detailed in the Housing Element were required to be completed by October 15, 2024. The General Plan 2045 and associated Zoning Code Update were adopted by City Council on September 9, 2024 and went into effect 30 days later on October 9, 2024.
