BACKGROUND: On August 13 2012 the City Council approved the installation of a traffic signal at the intersection of Sawtelle Boulevard/Hayter Avenue/Blanco Way and approved the installation of all way flashing red STOP control as an interim measure while the traffic signal was designed and constructed. DISCUSSION: Staff selected KOA Corporation a City Council approved on call traffic engineering firm to prepare Plans and Specifications for the subject traffic signal at a cost of $15 000. KOA was the same company that designed a traffic signal at the intersection of Sawtelle Boulevard and Blanco Way in 2000. This project was not approved for construction by the ...
