A Joint Item to Consider the Made in Culver City Film Festival
Produced in Honor of the 90th Anniversary of the City of Culver City
Redevelopment Administrator Tipton provided a brief summary of the material of
record.

Luther Henderson, Chair of the Cultural Affairs Commission reported that the
Commission supported the expenditure and recommended going forward with
the event. He discussed a possible ongoing relationship between the Academy
of Motion Picture Arts and Sciences and the Heart of Screenland and he noted
that the United States Parks Service made presentations of silent films.
Marla Koosed, Cultural Affairs Commissioner, expressed support for the Made in
Culver City Film Festival.
Julie Lugo Cerro reported that some of the shorts contained footage of Culver
City in the 1920s and she explained what the $5,000 grant from Sony Pictures
Entertainment would be spent on.
Agency Member Gross moved to support what she felt was a nicely planned
event. Agency Chair Malsin seconded the motion and the discussion continued.
Agency Member Silbiger felt that a larger celebration was warranted for the 90
th
anniversary and he expressed concern that the event was put together out of a
sense of obligation. He did not think they were doing justice to themselves or the
City and he wanted to see the festival built upon in the following years.
Agency Member Rose felt there had been a lack of planning and he also felt that
the event was being treated as an obligation. He did not agree with spending
money from Special Events in the Redevelopment Agency budget nor from
Economic Development and he questioned how much planning went into the
event.
Responding to Agency Member Rose, Redevelopment Administrator Tipton
explained that the concert series chairs would be used and set up costs would be
absorbed in the production expenses line item.
Agency Member Rose felt the public should have been involved with the planning
of the event and he asked that the motion be bifurcated because he was
opposed to spending Economic Development money on this type of program.
He suggested holding the Laurel and Hardy shorts in the afternoon and
investigating whether a waiver would be necessary to have food in Council
Chambers. He clarified that the event would be going on through the second day
of the Jewish holiday and he asserted that the event was a party and that did not
fall under Economic Development.

CHAIR MALSIN TO AUTHORIZE FUNDING FOR THE MADE IN CULVER CITY
FILM FESTIVAL THROUGH $10,000 FROM THE SPECIAL EVENTS
ALLOCATION IN THE CULTURAL AFFAIRS BUDGET (ACCOUNT NUMBER
55094450) FOR FISCAL YEAR 2007-08, AS SUPPORTED BY THE CULTURAL Agency Minutes

AYES: CORLIN, GROSS, MALSIN AND SILBIGER. NOES: ROSE. MOTION
PASSED.
MOVED BY AGENCY MEMBER GROSS AND SECONDED BY AGENCY
CHAIR MALSIN THAT $5,000 FROM THE FUNDS ALLOCATED IN ECONOMIC
DEVELOPMENT MARKETING SERVICES (ACCOUNT NUMBER
55090200.610200) FOR FISCAL YEAR 2007-08) BE USED TO FUND THE
MADE IN CULVER CITY FILM FESTIVAL. VOTING ON THE MOTION WAS AS
FOLLOWS: AYES: CORLIN, GROSS, MALSIN AND SILBIGER. NOES: ROSE.
MOTION PASSED.
Agency Member Gross questioned the point of bifurcating the motion when
Agency Member Rose voted against both parts and she indicated that she might
be reluctant to honor bifurcation requests from him in the future.

There being no further business, at 8:11 p.m., the Agency adjourned its meeting
to the next regular meeting on Monday, August 20, 2007, at 5:30 p.m. in the Mike
