BACKGROUND: Since 1993 Metro has implemented a Congestion Management Program (CMP) based on a system of debits and credits. Jurisdictions have been given debits for additional trips generated by new development within their boundaries and credits for mitigation measures that have been implemented. In 2008 Metro proposed a change in course by introducing a proposal to replace this debit and credit system with a fee program.
