BACKGROUND/DISCUSSION: The Independent Cities Risk Management Authority (ICRMA) is a Joint Powers Authority which provides risk management programs for liability workers compensation and property and earthquake coverage for its 29 member cities. The City of Culver City has been a member of the ICRMA since May 20 1986. The ICRMA Bylaws require an elected official be appointed by resolution as a Member to the Governing Board of the ICRMA. An Alternate and substitute Alternate who may be staff members are appointed by resolution to act in the primary Member's absence. The current Member is Mayor Vera and the Alternate is Councilmember Corlin. The City's former Assistant Chief Administrative Officer Deborah Fancett is currently named as substitute Alternate Member to the Governing Board. The recent retirement of Deborah Fancett has left a vacancy for the substitute Alternate member.
