RECOMMENDATION

Staff recommends the City Council introduce an Ordinance amending Culver City Municipal Code (CCMC) Section 3.03.200 pertaining to powers and duties of the Cultural Affairs Commission (CAC) to reinstate language that was removed when equity policy language was added in 2020.


BACKGROUND/DISCUSSION

In 2019, the CAC recommended adding to its powers and duties, which are established in CCMC Section 3.03.200, to "serve as an advocate for equity, diversity and inclusion in cultural activities and programs within the City". The City Council incorporated this change into the Municipal Code via Ordinance No. 2020-004, which it adopted on February 10, 2020.

Earlier this year, CAC Vice Chair Leora O'Carroll noted that Ordinance 2020-004 removed one of the CAC's powers and duties: to "serve as an advocate for cultural activities and programs within the City". The removal of this language appears to have been inadvertent, as the equity language was to be an addition to the existing language in the CCMC, not a replacement. The CAC expressed a desire to reinstate the prior language (while retaining the equity policy language). This task was included in the Cultural Affairs FY 2023 - 2024 work plan.
