Dear Westside Cities Council of Governments Board :
The City of Culver City
recommends that the Westside Cities Council of
Governments (
COG) agree to be a signatory to the Memorandum of
Understanding (
MOU) to coordinate the development and the implementation of
the Integrated Regional Water Management Plan (IRWMP) for the Greater Los
Angeles County Region . This matter will be considered at the May ?, 2007 COG
meeting.
By being a signatory to the MOU, the Westside Cities COG will enhance its
visibility as a regional partner to protect and supply natural resources.

RECOMMENDATION:
Staff recommends the City Council authorize the Mayor to sign the Letter of
Support for the Westside Cities COG to sign the Memorandum of Understanding
to coordinate the development and the implementation of the Integrated Regional
Water Management Plan (IRWMP) for the Greater Los Angeles County Region.
BACKGROUND/DISCUSSION:
On December 13, 2006, the Regional Water Management Group for the
Greater Los Angeles County Region officially adopted the Integrated Regional
Water Management Plan (IRWMP) at a public hearing. The purpose of the
IRWMP is to coordinate all types of water providers and protectors to establish
comprehensive planning. The Regional Water Management Group is formed
through approving the execution of a Memorandum of Understanding (MOU).
During the development of the IRWMP, the Westside Cities COG was
represented by the City of Beverly Hills at the South Bay Steering Committee.
As a member of the Steering Committee, the City of Beverly Hills’ City Council
recommends to the COG that it become a signatory to the MOU.
DISCUSSION:
The City of Beverly Hills has requested that the Cities of Culver City, West
Hollywood, and Beverly Hills provide letters to the Westside Cities COG
supporting and recommending that the Westside Cities COG become a signatory

to an MOU making the Westside Cities COG a part of the Regional Water
Management Group.
The Greater Los Angeles Integrated Regional Water Management Plan (IRWMP)
was developed to provide the region a comprehensive plan that encourages
cooperation rather than competition when seeking funds to develop solutions to
maintain, enhance and protect the watersheds in Los Angeles County. In
December 2005, the State granted the region $1.5 million to complete this plan.
Now that the plan is complete, the State will use this document as a tool to
evaluate funding requests from the region for future programs that fall under
three categories: water supply, water quality/flood management and beneficial
uses (ecosystem restoration, habitat protection, etc.).
To date, the leadership structure to organize over 400 agencies to cooperate
includes a Chair, Sub-regional representation and Sub-regional steering
committees. So far 23 organizations have already signed the MOU to
demonstrate to the State that the plan created over the past twelve months has
support throughout the region. Two departments within the City of Los Angeles
and the Gateway Cities Council of Governments are amongst the signatories.
FISCAL ANALYSIS:
There is no fiscal impact for the City to sign this supporting letter.
