BACKGROUND: On July 22 2013 following a duly noticed and conducted public hearing the City Council adopted Resolution No. 2013 R053 increasing the Sewer User s Service Charge by 4% per year for three successive years (Fiscal Years 2013/2014 2014/2015 and 2015/2016) with an exception of a 3% rate increase for single family residences in Fiscal Year 2015/2016 only. In addition base charges and commodity charges were adjusted to a 60%/40% split. RECOMMENDATION: Staff recommends the City Council adopt a Resolution confirming the assessment and ordering the levy for the Sewer User s Service Charge Fiscal Year 2014/2015. PROCEDURE: 1. Mayor seeks motion from City Council to receive and file the affidavits of publication and posting of notices and correspondence received in response to the public hearing notices; and 2.
