BACKGROUND: The WSCCOG joint powers authority is a voluntary cooperative effort among five cities to forge consensus on policies and programs of regional significance that enhance the quality of daily life sustain the environment and enrich the future. The WSCCOG was formalized in 2006 and represents a combined population represents over 710 000 individuals and 50 000 businesses. Member cities are Beverly Hills Culver City Santa Monica and West Hollywood (who had been meeting regularly for more than fifteen years) and the City of Los Angeles. City of Los Angeles participation and representation is focused on its western Council Districts principally Districts 5 and 11.
