RECOMMENDATION:
Staff recommends that the City Council approve an amendment to the existing
professional services agreement with Psomas to increase the contract by $40,831 in
order to conduct additional studies for an addendum to the Sewer Pump Station
Consolidation Study.
BACKGROUND:
In February 2008, the City Council approved a professional services agreement with
Psomas to conduct a sewer pump station consolidation study in the amount of
$110,542.
The Public Works Department is responsible for the maintenance of seven City
owned sewer pump stations at the following locations:

These sewer pump stations are necessary in order to properly pump the City’s
sewage flow to the City of Los Angeles’ transmission lines which in turn carry the
sewage to the Hyperion Sewage Treatment Plant for treatment.
DISCUSSION:
The consolidation study (Study) was completed earlier this year. The study
indicated that most of the sewer flow from the Mesmer Pump Station can be
diverted to an upgraded Fox Hills Pump Station. The Study also determined that the
other six pump stations either (1) could not be diverted and/or consolidated, or (2) it
was not considered cost effective to do so.
As a result of the Study, this year’s Capital Improvement Program includes a project
for the design of the Fox Hills Pump Station Upgrade, P-874. Before the design of
this project begins, staff proposes additional studies regarding the Mesmer Pump
Station flow and Overland Pump Station flow. The original study determined that
most of the Mesmer Pump Station flow can be diverted. However, the contract with
Psomas did not include a detailed analysis of what can be done with the remaining
Mesmer Pump Station flow.
Also, after the completion of the study, staff discovered an abandoned sewer line
that once accepted the sewer flow that currently flows to the Overland Pump
Station. Staff assumes that this sewer line was abandoned after the construction of
the Overland Pump Station. The Overland Pump Station was constructed as a
result of the large condominium developments at the south east corner of Overland
Avenue and Jefferson Boulevard. However, in light of declining sewer flow over the
years due to conservation efforts and installation and use of water saving appliances
(low flow toilets, shower heads, dishwashers and clothes washers), there is a
possibility that the existing sewer flow could be diverted from the Overland Pump City of Culver City, California

Station to the abandoned sewer line and other sewer main lines. This could result in
eliminating the Overland Pump Station.
In order to determine whether it is possible to divert 100% of the flow from the
Mesmer Pump Station and to by-pass the Overland Pump Station, sewer flow and
hydraulic studies are required. The proposed amendment to the professional
services agreement includes this engineering work effort.
At staff’s request and following several meetings and negotiations, Psomas has
provided a proposal to conduct these additional studies and provide an addendum to
the Study for an additional $40,831.
FISCAL ANALYSIS:
There are sufficient funds available in the Sanitary Sewer Enterprise Fund’s Sewer
Pump Station Improvement Project (P-521), to fund this request. The funds will be
transferred from P-521 to P-875 (Sewer Feasibility Studies) for proper budgetary
tracking.

Psomas to prepare an addendum to the existing Sewer Pump Station
Consolidation Study at an additional cost of $40,831; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City;
