BACKGROUND: Proposition A Youth Employment Requirements The people of the County of Los Angeles enacted the Safe Neighborhood Parks Proposition of 1992 (Proposition A) on November 3 1992 and the Safe Neighborhood Parks Proposition of 1996 (Proposition A) on November 5 1996. The Propositions provide funds to public agencies and nonprofit organizations in the County for the purposes of acquiring and/or developing facilities and open space for public recreation. The Los Angeles County Regional Park and Open Space District (the District ) which was created by the 1992 Proposition administers these funds.
