RECOMMENDATION:
Staff recommends the City Council adopt a resolution authorizing application for
Fiscal Year 07-08 funding cycle appropriation of the U.S. Department of Justice,
“Edward Byrne Memorial Justice Assistance Grant (JAG) Program” grant funds for
specific projects to improve public safety.
BACKGROUND:
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides
funds to law enforcement agencies to prevent and control crime. JAG programs
provide agencies with the flexibility to prioritize needs and to place grant funds
where they are needed most.
The JAG Grant establishes a program of criminal justice grants administered by the
U.S. Department of Justice, Bureau of Justice Assistance, to aid state and local
governments in implementing effective criminal justice improvement projects. Grant
funds may be used to support projects that improve the prevention, apprehension,
prosecution, adjudication, detention, and rehabilitation of violent crime and drug
offenders. Additionally, law enforcement projects, including officer training, are
eligible for funding.
The Culver City Police Department is eligible to receive $18,198 to use over a four-
year program period. The Department has requested the City Council authorize the
acceptance and use of the grant funds to conduct a training exercise on terrorism as
further detailed in the attached Interdepartmental Correspondence (Exhibit 1).

The Police Department’s application Number 2007-F2875-CA-DJ was accepted and
is pending approval with the Department of Justice.
DISCUSSION
PROPOSED USE OF FUNDS
The $18,198 grant revenue would fund approximately 70 percent of the overtime
expenses for all police officers and field sergeants to attend the terrorism class. To
implement the intended program for one year requires an additional $7,706 from the
Police Department’s overtime budget.
LENGTH OF AWARD
Awards are made in the first fiscal year of the appropriation and may be expended
during the following 3 years, for a total of 4 years. Extensions beyond this period
may be made on a case-by-case basis at the discretion of the Director of BJA. It is
the Department’s intention to use the funds for a one-year program and a one time
training class for all involved officers.
MATCH
While matching funds are not required with the JAG Program, the Police Department
staff believes that an additional $7,706 from the Police Department’s overtime
budget will be required to include every officer and the patrol sergeants in the
training exercise.
FISCAL ANALYSIS:
The total cost of the class is $25,904, of which $18,198 will be funded by the grant,
and the remaining balance will be absorbed in the departments adopted fiscal year
2007-08 overtime budget.

MOTION:
That the City Council:
1. Adopt a Resolution authorizing the filing of the 2007-08 application for funding
from the Edward Byrne Memorial Justice Assistance Grant Program to fund
overtime expenses for a special terrorism class for all police officers, field
sergeants and patrol lieutenants,
2. Contingent upon award of the Grant, authorize staff to amend the Fiscal Year
2007/2008 Adopted Budget in the amount of $18,198 in the Grant revenue
account (account # 41442500.341435) from the Edward Byrne Memorial
Justice Assistance Grant Program to be utilized to fund overtime expenses for
a special terrorism class for all police officers, and field sergeants
3. Authorize the City Manager, or his designee, to execute and file all
documents pertaining to the Edward Byrne Memorial Justice Assistance
Grant Program, including the application, follow-up documentation, and
amendments and other documents needed to implement the grant program.
