RECOMMENDATION:
It is recommended that the City Council discuss the Work Plan for the Finance
Advisory Committee (FAC) and (if desired) direct the City Manager as deemed
appropriate.
BACKGROUND:
Section 3(B) of the Bylaws of the FAC requires that within the first four months of
creation, the FAC shall prepare a proposed work plan of specific tasks or duties for
City Council approval. The FAC met in June, July and September with discussion of
the proposed Work Plan as an agenda item. At the meeting of September 11, 2013,
the FAC approved the attached Work Plan for City Council consideration.
DISCUSSION:
The Work Plan approved by the FAC (see attachment) is as follows:
1. Develop a communications strategy for financial information on the City's
website.
2. Develop a methodology to analyze Measure Y proceeds and report the
results to the public.
3. Undertake a Budget Benchmarking Project to compare where and how Culver
City spends and receives money to selected similar communities. Analyze
possibilities for alternative service delivery methods.
4. Review and comment on suggested modifications to budget process.
5. Review and make recommendations for the City's current financial policies.

7. Review and make recommendations for addressing storm water requirement
compliance.
8. Review current and potential utilization of assessment districts.
9. Review and make recommendations on the City's existing Business Tax
ordinance.
The items above are listed in no particular order. The FAC expressed a desire to
receive input on the items the City Council views as higher priority. Also, as
indicated on the attached document, the FAC is open to any additional items the
City Council may wish to add to the work plan either now or in the future.
