RECOMMENDATION
Staff recommends 1) City Council accept $79,097.00 in 2019 Assistance to Firefighters Grant (AFG) program funds to for the purchase of an air compressor/cascade/fill station and two rapid intervention crew (RIC) packs with cylinders, and 2) approve a Budget Amendment appropriating the grant funds (requires a Four-Fifths vote).
BACKGROUND/DISCUSSION
The Federal Emergency Management Agency (FEMA) of the Department of Homeland Security (DHS) administers the AFG program. The purpose of the program is to protect the health and safety of the public and firefighting personnel against fire and fire-related hazards.
On March 19, 2020, staff applied for an AFG program grant to replace an air compressor/fill station/cascade system for filling self-contained breathing apparatus (SCBA), replace two rapid intervention crew (RIC) packs, replace 54 SCBA, and add six SCBA.
The Department's current compressor/fill station is over 26 years old and has exceeded its useful life. The RIC packs and SCBA are six years old. Although SCBA have not reached the end of useful life, they need to be replaced as soon as possible.
