RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commission elect the Chair and Vice Chair and appoint Commissioners to various
outside agency boards, City committees, Commission subcommittees and other
related bodies.
REORGANIZATION 2009:
A. Election of Chair and Vice Chair
(1) NOMINATIONS FOR CHAIR
The Chair announces that this is the time and place to receive nominations for Chair,
calls for nominations, closes the nominations, and calls for the vote.
Recommended Motion: That the Parks, Recreation and Community Services
Commission elect Commissioner ___________________as Chair of the Parks,
Recreation and Community Services Commission for the period of July 1, 2009 to
July 1, 2010.
(2) NEW CHAIR OPENS NOMINATIONS FOR VICE CHAIR
The new Chair then assumes the Chair, and after any remarks he/she may wish to
make, opens the nominations for Vice Chair. The Chair announces that this is the
time and place to receive nominations for Vice Mayor, calls for nominations, closes
the nominations, and calls for the vote.

Recommended Motion: That the Parks, Recreation and Community Services
Commission elect Commissioner ________________ as Vice Chair of the Parks,
Recreation and Community Services Commission for the period of July 1, 2009 to
July 1, 2010. The new Vice Chair then assumes the appropriate chair.
(3) COMMENTS BY PARKS, RECREATION AND COMMUNITY SERVICES
COMMISSION
The Chair calls on Commissioners for any remarks they may wish to make at this
time. There is no special action necessary by the Commission. In the past,
Commissioners have made comments about the previous year and the future of the
new officers.
B. Appointment of Commissioners to Outside Agency Boards, City Committees, and
Other Related Bodies.
Each year the Commission reviews the list of subcommittees and Commissioner
assignments as liaison representatives to various committees and organizations,
and considers appointing one or two Commissioners to work with staff members and
to ensure Commission representation on all issues relating to parks, recreation and
community services.
A current list of associations, committees, and subcommittees to which
Commissioners are assigned as liaison representatives that includes a general
statement of the area of focus and contact information is provided as Attachment A.
ASSOCIATIONS
(1) California Association of Park and Recreation Commissioners and Board
Members (CAPRCBM)
The current representatives to the California Association of Park and Recreation
Commissioners and Board Members (CAPRCBM) are Commissioner Hudson,
Delegate, and Commissioner Kim, Alternate Delegate.
Recommended Motion: That the Parks, Recreation and Community Services
Commission appoint Commissioner ________________ as Delegate and
Commissioner __________________ as Alternate Delegate of the California
Association of Park and Recreation Commissioners and Board Members
(CAPRCBM).
(2) La Ballona Creek Renaissance
The former Delegate to the La Ballona Creek Renaissance was Commissioner
Cooper and Commissioner Kim is Alternate Delegate.

Recommended Motion: That the Parks, Recreation and Community Services
Commission appoint Commissioner _________________ as Delegate and
Commissioner ________________ as Alternate Delegate of the La Ballona Creek
Renaissance.
(3) Senior Citizens’ Association Board of Directors
The former Delegate to the Senior Citizens’ Association Board of Directors was
Commissioner Shapiro and Commissioner Cooper was Alternate Delegate.
Recommended Motion: That the Parks, Recreation and Community Services
Commission appoint Commissioner ______________ as Delegate and
Commissioner _______________ as Alternate Delegate of the Senior Citizens’
Association Board of Directors.
CITY COMMITTEES
(4) City Committee - Community Development Block Grant (CDBG)
The current Delegate to the Community Development Block Grant (CDBG) is
Commissioner Daly Redholtz and Commissioner Shapiro was Alternate Delegate.
Recommended Motion: That the Parks, Recreation and Community Services
Commission appoint Commissioner _________________ as Delegate and
Commissioner __________________ as Alternate Delegate of the Community
Development Block Grant (CDBG).
(5) City Committee - Disability Advisory Committee
The former Delegate to the Disability Advisory Committee was Commissioner
Cooper and Commissioner Hudson is Alternate Delegate.
Recommended Motion: That the Parks, Recreation and Community Services
Commission appoint Commissioner _________________ as Delegate and
Commissioner __________________ as Alternate Delegate of the Disability
Advisory Committee.
(6) City Committee – Homelessness Committee
The former Delegate to the Homelessness Committee was Commissioner Shapiro
and Commissioner Cooper was Alternate Delegate.

FISCAL IMPACT:
Parks, Recreation and Community Services Commission Subcommittees involve
staff resources, the amount of which is difficult to quantify. The majority of any
related fiscal impact would be absorbed within the PRCS Departmental budget.

networking and advocacy that enhances the role of
commissioners and board members The purposes of the
Association are: to enhance the training of park and
recreation commissioners and board members, to support
park and recreation issues and legislation.

Culver City-based 501(c)(3) non-profit organization
dedicated to facilitating the long-term collaborative renewal
of Ballona Creek and its watershed. In partnership with

it promotes environmental, artistic, and educational projects
which foster a communal commitment to the rebirth of the
creek while respecting the creek's role as a vital element in
regional flood protection.
