BACKGROUND/DISCUSSION: The property owners requested that the City finance the construction of five (5) new streetlights on Albright Avenue south of Washington Place. The City s policy is to require property owners to pay for the installation of new street lights requested by the property owners. In order to do this the City collects the cost including an interest payment through an assessment on the Los Angeles County property tax bills for the benefiting properties.
