Howe Safe Routes to School Project P 941. BACKGROUND/DISCUSSION: In Cycle 9 of the State s Safe Routes to School (SR2S) Program the City was awarded a grant for the Linwood E. Howe Safe Routes to School Project P 941. The goal of the grant is two fold: 1. To create through physical improvements more comfortable routes for school aged children to walk and bike to Linwood E. Howe Elementary School and 2. To promote walking and biking to Linwood E. Howe Elementary School through public outreach and education efforts. The proposed physical improvement component of the project consists of adding bike facilities along several streets near the school and constructing new bulb outs curb extensions curb ramps and high visibility crosswalks at the following locations: 1.
