RECOMMENDATION
Staff recommends that the Civil Service Commission approve the new Classification Specification and Recruitment Bulletins for Parking Enforcement Supervisor.
BACKGROUND/DISCUSSION
During the Fiscal Year 2015/2016 budget process, City Council approved a new position for the Police Department. This non-sworn supervisory position is responsible for the day-to-day oversight of the Police Department's parking enforcement, parking meter collection, and school crossing guard programs.
The Parking unit is currently overseen by a sworn Police Sergeant. The Police Sergeant in this assignment oversees Traffic Officers, Commercial Enforcement Officers, Accident Investigation Officers and Detectives, and Parking unit non-sworn staff. Occasionally, the Police Sergeant in this assignment supervises Motor Officers and Animal Services staff along with being the Police Department's liaison for homeless committees. The department in concurrence with Human Resources staff is recommending the establishment of a Parking Enforcement Supervisor that will provide oversight and technical supervision of the Parking unit staff. In addition, this new classification provides existing non-sworn staff a career growth opportunity
