BUDGET UPDATE from page 1 Democrats portrayed SB 77 as the governor s budget suggesting that it is only 2 percent different than his May revision proposal. Republicans countered by suggesting that the increased spend ing above the May revise has just added more to the state s ongoing operating deficit. Republican Assembly members also expressed concerns about the budget conference committee s decision to eliminate the early repayment of one half of the VLF gap loan to local governments.
