A BUDGET AMENDMENT REQUIRES A FOUR FIFTHS VOTE BACKGROUND: The City s permitting software Permits Plus was originally installed at the City in 1991. The software was provided by the vendor Sierra (Visalia CA). On November 24 1997 the City Council authorized the upgrade of the software application to comply with a client/server infrastructure.
