RECOMMENDATION:
Staff recommends the City Council adopt a resolution of support to participate in the
Southern California Association of Governments (“SCAG”) Compass Blueprint
Demonstration Project Program.
BACKGROUND / DISCUSSION:
With over 18 million residents, the Southern California region is the second largest
metropolis in the nation. With one of the world's most dynamic economies, the
region, however, is also one of the most congested in the country, with many
challenges facing the residents and governmental entitles, including: air pollution
and supply and affordability of housing. It is projected that by the year 2030, another
five million residents will be added to the region, creating more pressure on already
congested roadways and scarce housing. SCAG believes that a blueprint for
regional growth is needed to address these challenges and provide for livability,
mobility, prosperity - sustainably for the future.
SCAG is partnering with cities and counties in Southern California to manage growth
and promote livability, mobility and sustainability through the Compass Blueprint
Program. Applications are being accepted for Compass Blueprint Demonstration
Projects that exemplify the goals shared by the Compass Blueprint and unique
visions of local communities. Cities selected for Demonstration Project assistance
will benefit, free of charge, from dedicated consultant services, technical assistance,
and/or staff time to promote examples of creative, forward-thinking and sustainable
development solutions that fit local needs and support shared regional values.
Demonstration Projects enable cities and counties to better evaluate planning
options and stimulate sustainable development opportunities. Project selection will

be based in part on the project's ability to provide balanced transportation choices
with a mixture of land uses and housing needs.
To this end, staff has prepared an application for consideration of the Washington
National Project and Draft Specific Plan to help the City better outline the planning
and design implications of transit oriented development. This project offers
tremendous regional opportunity to guide decision making regarding long range
planning for the West Washington area, examining critical issues related to density,
mixed use, and other important area development standards. (Attachment 1)
Specifically, staff is recommending the City Council authorize the application which
would request assistance from SCAG with the development of visual aids to reflect
the massing of current planning efforts. By studying the proposed volume of
development and potential build-out as contemplated under the Draft Specific Plan
for the Washington/National site as well as the surrounding area, the City and
Agency can better determine the impact of current plans and adjust accordingly to
optimize the development outcomes. These findings may help inform the
Washington/National planning process.
In order for the application to be considered, the Compass Blueprint Program
requires that a resolution of support from the City Council be submitted with the
application. A resolution of support (Attachment 2) is included for review and
adoption.
FISCAL ANALYSIS:
There is no fiscal impact related to the application submittal for the Compass
Blueprint Program. If selected, the City would receive specific consultant and
technical services, free of charge, to assist with current planning efforts.
