RECOMMENDATION:
Staff recommends the Culver City Council (Council) approve a professional services agreement with Urban Alchemy as lead supportive service provider and operator for the proposed 20 suites/tents service-enriched Safe Sleep Site located at the City-owned Virginia Avenue Parking Lot for the 15-month period of April 1, 2023 through June 30, 2024 in an amount not-to-exceed $3,531,659.
BACKGROUND
Over the last several years, the City of Culver City (City) has experienced an increase in the number of individuals maintaining camp facilities for the purposes of living accommodations in public places. According to the 2022 Greater Los Angeles Homeless Count Point-in-Time final figures, there are approximately 350 persons experiencing homelessness in the City. Staff estimates that there are approximately 40 unhoused individuals living in five encampments with tents and other structures throughout the City, including City public parks.
