BACKGROUND: The City Council originally approved RCI Consulting Inc. as the Construction Manager for the Fire Station No. 3 Project. Work on the fire station began in August of 2007. The construction manager assigned by RCI Consulting Inc. for the Fire Station No. 3 Project was Paul Bilodeau. Mr. Bilodeau worked full time at the job site and provided the City with detailed observations and reports and invaluable recommendations. Tragically on or about January 2 2009 Mr. Bilodeau was found fatally injured by an unknown assailant. Due to this incident construction was suspended between January 9 2009 and February 23 2009.
