RECOMMENDATION

Staff recommends the City Council adopt an Ordinance approving the Fox Hills Specific Plan, Zoning Code Text and Map Amendment, P2026-0100-SP, -ZCA, -ZCMA, to implement the Fox Hills Specific Plan (Attachment 1).

BACKGROUND/DISCUSSION

The proposed project was presented to the Planning Commission on May 13, 2026. Following the public hearing, discussion, and deliberation, the Planning Commission adopted Resolution No. 2026-P002 by a vote of 4 to 0, recommending to the City Council approval of the project, with the exception that the Hotel Height Incentive Zone be removed.
The City Council public hearing was held on May 26, 2026. The City Council voted 3 to 0 to adopt an Addendum to the Culver City General Plan 2045 Environmental Impact Report (EIR) under the California Quality Act (CEQA) pursuant to CEQA Guidelines Section 15164 (Attachment 2), and introduced the Ordinance approving the project, incorporating the City Council's direction to remove the Hotel Height Incentive Zone. The Ordinance is before the City Council for adoption at this time.
