RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for construction bids for the Northgate Street and Cranks Road
Sewer Improvement Project, P-854 and Smiley Drive and Blackwelder Street Sewer
Improvement Project (Sewer Improvement Project), P-855.
BACKGROUND/ DISCUSSION:
On August 20, 2001, a Citywide Sewer Video Analysis and Condition
Assessment Study were conducted, which was recently updated on June 29,
2004. Approximately 85 miles of the City’s sewer lines were video inspected.
The Condition Assessment Study categorized the City’s sewer main lines into
four groups; “A”, “B”, “C”, & “D”. Group “A” represents the highest priority ranking
for replacement and Group “D” representing the lowest.
Based on the Conditions Assessment Study, the existing 8” & 10” Vitrified Clay Pipe
(VCP) sewer mains along the following streets were classified as Group “A”, the
highest priority requiring replacement,
1. Blackwelder Street from La Cienega Blvd to Ballona Creek, (8” VCP; 1040 lf)
2. Smiley Drive from Fairfax Avenue of Ballona Creek, (10” VCP ; 860 lf)
3. Northgate Street from Overland Avenue to Drakewood Avenue, (8” VCP; 990 lf)
4. Cranks Road from Hill Road north to Cul-de-sac, (8” VCP; 915 lf)
The scope of work consists of the removal of the existing 8” and 10” vitrified clay pipe
(VCP) and constructing new 8” and 10” Polyvinyl Chloride (PVC) sewer mains located
at the above mentioned streets within the said limits. As part of the improvements, all

sewer laterals will be replaced with 6” PVC to the street curb only along Northgate
Street and Cranks Road, and will include minor pavement repairs. Since there are no
existing street curbs along Smiley Drive and Blackwelder Street, the replacement of
the sewer laterals will extend up to the property line.
Smiley Drive and Blackwelder Street sewer mains are each separately connected to
the City of Los Angeles North Outfall Relief System (NORS). During the design
process, the connection points were consolidated to one connection to NORS. Also
the sewer mains on Perry Drive, Adams Street, and Hines Avenue sewer mains are
also connected to the NORS separately. The future sewer mains replacement on
these streets will also be designed to connect to the Blackwelder Street-NORS sewer
main connection. Consolidating the connections for the sewer mains will efficiently
improve the City’s sewer data collection and reporting system, which is required as
part of the Amalgamated Sewer Agreement with the City of Los Angeles.
Construction bids
Northgate Street and Cranks Road Sewer Improvement Project, P-854 will be
advertised for bids with the already approved Eveward Road, Whitburn Street, Flaxton
Street, and Drakewood Avenue Sewer Improvement Projects, P-839, 840, 841, & 842
due to these projects being in close proximity to each other. Hopefully this will result
in a lower overall construction bid.
It is then estimated that the award of the construction contract will occur in November
2006 and construction is slated to begin after the Holidays in January 2007.
A Request for Proposal for the construction management and construction inspection
services for the project will be sent to the five civil engineering firms that have general
civil engineering contracts with the City.
Blackwelder Street and Smiley Drive Sewer Improvement Project, P-855 will be
advertised for bids with Commonwealth Alley Sewer Improvement Project, P-773,
which is currently in the final phase of design. It is estimated that the City Council will
consider approving the final plans and specifications for the Commonwealth Alley
Sewer Project in October 2006. Bidding will occur in January 2007.
Under Engineering Division staff supervision, Berryman & Henigar prepared the
construction plans and specifications for this project at a cost of $99,998.

All Northgate Street and Cranks Road residents and Smiley Drive and Blackwelder
Street business owners directly affected by the project were mailed a postcard on
August 3, 2006, amounting to a total of 186 at a cost of $44.64.
On August 3, 2006, a postcard was also mailed to Berryman & Henigar, design
consultant.
FISCAL ANALYSIS:
Based upon the engineer’s estimate for the construction cost of this project, sufficient
funds were allocated for this project in the Capital Improvement Program Budget for
Fiscal Year 2005/06 and 2006/07 with Sewer Enterprise Funds and Fiscal Year
2005/06 and 2006/07 with Gas Tax Funds.
