BACKGROUND: On August 8th 2005 City Council authorized a contract for animal care and control services with LACDACC through the term of June 30th 2007 (Attachment 1). That contract was fully executed on September 13 2005 and includes a cancellation provision with 90 days notice. Council also directed staff to present animal care and control program options to improve service delivery for Council to review and discuss and to report to Council in ninety (90) days on the following items: 1.
