(Sequel) as the lowest responsive and responsible bidder to complete the necessary work for the Baldwin Avenue(Braddock Drive to Farragut Drive) Street Improvement and Rain Garden Project P 428. BACKGROUND: Baldwin Avenue between Braddock Drive and Farragut Drive requires major reconstruction due to the condition of the concrete and asphalt infrastructure. This capital improvement project proposes to reconstruct the curb gutter drive approach and asphalt surfaces. Also the project includes rain gardens for storm water and irrigation run off. The rain gardens are designed to infiltrate the initial run off by allowing it to percolate through the soil. This process of percolation filters the run off water before it enters Ballona Creek.
