BACKGROUND: Prior to 2004 the Parks Recreation and Community Services (PRCS) Department had been providing Martin Luther King Day (MLK) celebrations by hosting a banner making activity in each of the local parks in honor of Dr. King. Banners were presented at the February Parks and Recreation Commission meeting annually. At the January 12 2004 Council meeting Councilmember Silbiger requested that the City consider expanding the event and community involvement by offering additional activities to honor the MLK holiday. Attachment 1 provides a copy of the minutes of the January 12 2004 meeting. included poetry reading excerpts On January 17 2005 the PRCS Department hosted an expanded MLK celebration which from Dr. King s speeches movie presentation about Dr. King s life two art projects and lunch for all the participants. In total the event had 50 participants. On April 11 2005 staff gave a report to City Council regarding community activities in celebration of Martin Luther King Jr. Day.
