Joint Item Budget Study Session Fiscal Years 2008 09 & 2009 10 Proposed Budget: Public Works Department (including the Sewer and Refuse Operations and the Capital Improvement Program). Mr. Herbertson reviewed accomplishments goals and objectives and challenges for Fiscal Years 2008 09 and 2009 10. Mr. Herbertson reviewed the Facilities Maintenance Needs summary and the Sewer Enterprise Fund Five Year cash flow projection. Damien Skinner Sanitation Manager reviewed the Refuse Fund Five Year projection. Discussion ensued between the City Council and staff regarding recycling plans for condominium and apartment projects; Public Works involvement in PXP oversight; ADSAC versus City traffic control; pothole repair strategy; clarification of capital outlay expenditures; sewer and storm drain clarifications; cost recovery for inspections; lack of funding for paving alleys; tree replacement policy; and suggestions to establish maintenance districts for the Hayden Tract and Ballona Creek.
